Putin Launched Manufacturing of Turbine Engines for Ships
Global interest in Russian arming is growing. It's obvious from fulfilled and newly signed contracts. Russia intends to provide naval presence in all strategically important regions of the World Ocean. By the year 2025 Russian-made arms should be 85% domestic parts. Key priorities in the development of the military industrial complex and the issue of import phaseout in the defense industry are the main focus of the meeting held in Rybinsk on Tuesday by the President. At the local NPO Saturn, JSC he signed off on the start of testing of a new gas-turbine engine for the Navy.
Later the industrial development issue became the topic of meetings between the President and various business groups. Aleksandr Balitskiy is reporting. Engineers in white coats, who are meticulously assembling an engine for a future frigate, and that's hundreds of pieces and thousands of procedures, look like surgeons at work. Everything must be precise, according to the technology, or it won't fly. In their century-long existence Rybinsk's Saturn manufactured turbines for the power industry and for aviation. Here's the power-supply set for the already-famous Sukhoi Super-jet.
Today they're launching an assembling complex for sea vessel turbines. May I? Give the orders to start? Begin. Operator, requesting launch. For modern Russia this is a unique manufacture. Super powerful gas-turbine engines for the Navy. This new direction now allows to speak of full independence of Russian shipbuilding. There was a serious push in 2014, as you may know, when some of our partners refused to supply us with the necessary equipment. That's when we made a decision. We won't do anything average. We will develop our own products our own new engines, our own machines. We even expedited the re-arming of the Russian Navy, while expecting your machine. And now here it is. I want to congratulate everyone and thank you all for a great result. Thank you. I am really proud that we built this complex in such a short period of time.
Breaking long standing connections and basically burning the idea of developing in this direction, Ukraine did everything so that we could work it. Russian engineers also launched the production of aircraft engines, which were previously bought in Zaporozhye especially for Ilyushin airliners. Ukrainian accessories are fully phased out, — which were previously used across the board. — Good job, congratulations. It's done. Import phaseout is especially important in the defense industry. Especially since there are even more foreign buyers wishing to buy Russian arms. This is a reason to increase export, not to compromise Defense Procurement, of course. Just in 2.5 years new production must be no less that 70%. Global interest in Russian arming is growing, we see that. We see it not just from public political announcements, but also from the volume of contracts we have, both executed and new. It's also due to the effective usage of our arms in real combat conditions, including the anti-terrorist operation in Syria. Of course we cannot let go of the chance to uphold our position on the global arms market.
Putin says that the Russian Navy must be present in all strategically important regions of the World Ocean. This is why Russia keeps building new ships. On Thursday, Rybinsk's Vympel Shipyard will launch an anti-terror boat of a completely new class. Today the factory's CEO tells the President how they managed to attract young specialists. And raise their average salary from 16,000 to 42,000 Rubles. How much did the workforce productivity grow? About a 10 times increase. -10 times? -Yes. We plan to make it 15, it's possible in my opinion. Oleg Yuryevich, wow, you're doing a great job! If everybody works like Oleg Yuryevich, we'll achieve Communism, as they used to say. Also, they upgraded the famous missiles right here in the factory. The business offer was born on its own. We presented our business model. It showed that this long route Yalta-Sochi which is 500 km, would only cost 1500 RUB.
On the Caucasus shore, in the Crimea area this type of transportation must be developed there. I'm sure it will be in high demand. It will be an additional service for our people, who are on vacation by the Black Sea. A detailed conversation with the Yaroslavl entrepreneurs is an opportunity for the acting Governor to demonstrate the region's entire investment potential. This is a part of Dmitry Mironov's program, «10 points of growth». Our task is to constantly and unitedly boost the position of the region in the competitive battle for investors. We're doing everything possible to create the most comfortable conditions for business development and launching new projects. This goes for large sectors like agriculture, tourism, construction, and for other industries.
To help businesses is to help the entire region, where even though center is the capital of Russia's Golden Ring, tourism isn't as important as the industrial life. A new line was launched at a Yaroslavl Pharmaceutical Plant. Here they make medicine out of bio-friendly materials. For example, Hepatitis treatment. It leads to a full cure, the virus is completely eliminated. If we have this medicine, we must use it.
Another local manufacturer, «Russian Mechanics». Snowmobiles that can go up to 100 km/hr. Also, 4-wheelers that charge from a regular outlet. There are foreign contracts worth 2,5 billion. Here's the weird part — the merchants complain that the steady Ruble is draining their income. Just a while ago, we were so happy for the Ruble to be steady. — But we now begin to notice that it's starting to… — Worry.… to worry us. Because for the economics of our enterprise the maximum allowed rate for export to remain possible is 55 RUB/USD. Can we count on the stability of the rate of the Ruble? This goes for it going both ways. Considering the floating exchange rate, which we agree is still valid. This is important, there are too many risks if we decide to go back and try to regulate the exchange rate using non-market ways. I just want you to know that we understand your concerns and we'll try to take the necessary measures to clear them. If there were no cameras, I'd go into more detail, but for now I have to stop here.
But the entrepreneurs didn't plan to stop. They kept showing off their achievements. Farmers showed organic products. Tourist routes organizers showed unusual museums. Ambassadors love it here. The US Ambassador, the French Ambassador, the Swedish Ambassador… Maybe we can send them your way for good? Sure, go ahead. The new Head of the region plans to at least double the tourist flow. And this is just a part of Dmitry Mironov's grand program, «10 points of growth». As of today I see the direction we have to move in. Yaroslavl residents actively support this program as well as our future developments.
In September of last year you put tremendous trust in me. You appointed me an acting Governor of the Yaroslavl Oblast. I decided to run for the Governor of the Yaroslavl Oblast this September. I hope that the people of Yaroslavl will support me. You haven't worked here for long. I see that you take pleasure in your work. You're doing a lot. There are big tasks, you developed a great improvement program. That' great, and you made people take part in it, as well as business representatives. Now you just need to apply it, hope it all goes well. I also hope the people will support you at the election. Good luck to you. Federal contacts are very good for the region at this time. From the Las agreements — Gazprom is ready to invest in the region. Besides gas infrastructure development, they'll build a factory and sporting venues.
